INDOOR PLUMBING REHABILITATION

Indoor Plumbing RepairQuin Rivers' Indoor Plumbing/Rehabilitation (IPR) Program helps low- and moderate-income homeowners to rehabilitate their houses if they lack a bathroom, complete indoor plumbing, a well, and/or a septic system.  In order to qualify, homeowners must live in the house and either own it or have life rights.    

The program provides zero interest loans that are paid back over a ten-year period.  Loan repayment is based on a household's ability to pay.  The loan agreement requires the entire home meet the Virginia Department of Housing and Community Development's Housing Quality Standards upon completion.  The homeowner must attend home maintenance education classes to ensure the rehabbed house is properly maintained; the classes include care of household systems, preventive maintenance methods, and personal finance management. 

Quin Rivers provides these services for Charles City, New Kent, Caroline, Prince George, and Hanover Counties.  Beneficiaries are approved by a committee in each county.  During the past three years, 6 houses have been assisted at a total cost of $480,000.

The program is funded by the Commonwealth of Virginia, and HOME funds provided by HUD.
